Because the same accesskey are for different menus.

The issue is when the use sets --split=chapter on the command line, it
is not obvious to reset USE_ACCESSKEY. The solution from top of my head
would be to redefine the init function reference, but it is not that
simple.
Anyway it is changed now, and it is consistent with what makeinfo does.
