This is not a bug, (and not linked with the @macro). In the default
case, @html doesn't start a paragraph. The right behaviour is not easy
to determine, however, I think that in most cases the @html block is not
used inline, and so should already contain a literal <p>, like
@html
<p> This is some html.</p>
@end html
hence no paragraph should be started.
This is easily configurable, however. The following should work (I have
done little testing and it seems to give what you want):
$no_pagraph_commands{'html'} = 0;
