It is a feature, when split a node, there is no navigation footer if the
text is small.  The customization variable that 'Specifies the minimum
page length required before a navigation panel is placed at the bottom 
of a page' is WORDS_IN_PAGE.  Setting it to 0 should do what you want.


Note: texi2html is unmaintained, development has switched to the
upcoming version of makeinfo in texinfo.
