[Texi2html] another call for release

Hello,

There is now support for tex4ht to translate @math and @tex. Together 
with the other bugfixes and changes I think it deserves a release. One
think should be fixed before the release, though, it is the discrepancy
between the 2 licences for the manual.

PS: don't hesitate to test the httex support. It leads to a html different
from latex2html, with less images and more html characters. It allows for 
complex pure tex constructs like \pmatrix or \eqalign and it is also much 
faster (4 time faster on the singular manual).
