It has been my practice since day one to include many such files so that
potential contributors do not have to have the latest (or any)
automake/autoconf/m4/etc. installed in order to compile Texinfo from
development source. That was very useful in the past, though maybe it
doesn't matter so much these days.
I also think there is some archival value to having files which are
included in release .tar being under source control.
Finally, I don't see that it really does any harm ...
