[Texmacs-dev] Guile Project Submission

It just occured to me that the Guile project list could use an update.
I have filled in all the fields except for the  password.

The included description is much shorter than the one currently in the
database, but I believe that is enough, and anyway the Guile Project
List protocol mandates *short* descriptions.
