Third patch of cleanup for base.scm.
The functions 'func?' and 'tuple?' accept variable argument lists. The
previous implementation would not cause errors on too long argument
lists. That newer implementation extend the use of the dotted define
notation and trow in on 'error' command to only accept argument list
whose length is in the acceptable range.
