Yup. Joris has already notified me of this.
I have just submitted a patch which exports the HTML with a standard
XML prolog specifying that the encoding is UTF-8, so XML-aware
browsers should get it right.

TeXmacs should also soon export non-ASCII chars to HTML entity
references (when available) and character references.
