Positively sure about it. I even wrote a plugin which actually does the
spacing the right way (TeXmacs native support is slightly wrong). The
interesting part reads:

It is hacky and confusing to use and I am not sure its still work now
that internals have seen so much reorganization, but that gives the
idea.
Some punctuation have a extensible/shrinkable full space before or
after, other have a rigid 1/4em space before.
