I solved this problem in a quite unexpected way.

I had been using the binary RPM's of TeXmacs 1.0.2.9. In an effort to
sort this out and dig into url.cpp, I downloaded the source, compiled it
and behold -- Maxima works fine in both CLisp and CMUCL.

Go figure.
