If you remove the "&content-type=text/plain" from the end of the URL, so that it reads
<http://www.texmacs.org/cgi-bin/cvsweb.cgi/doc/web/download/linux.en.tm?rev=1.1> it opens a correct text file. Go figure. -- Martin
