This discussion reminded me ... here's an old bug that I think is still in
TeXmacs. At least it is still in version 1.0.6.15.

I often have to go in and add hlines by hand because of this. I
suppose the problem is in tmtex.scm (probably in tmtex-table-rows-assemble)
but I don't know how to fix it.
