jpeg2ps (http://www.pdflib.com/download/free-software/jpeg2ps/) puts jpeg 
into eps in compressed form, without decompressing. It produces much

Unfortunately, it is not quite free: only free for non-commercial use 
(with sources).

Maybe, TeXmacs could use it optionally, when it is available on the 
computer?
