I second Daniel that a feature should not be removed before an "obsolescent"
period.
IMHO, you should add a warning now and you can remove OABI and FPA right
after the tcc new version is released.
If you prefer, you can fork arm file to xxx-oabi.c now and leave a comment
for those who want OABI saying this file is no more maintained and will be
removed in the next version.

Russel King wanted to remove the NWFPE emulator in April 2013 because of
licensing issues, but Linus overruled him. It is still available in
3.14-rc2.

I do still have the SL-5500 that I used back then to develop the TinyCC ARM
backend, but the only thing I do with it these days is to recharge the
battery.
I suppose that doesn't change your mind, does it?
How about a big fat warning to users of ARM OABI in 0.9.27 before it is
removed once and for all an 0.9.28?
