Are your passwords in /etc/passwd? If not, and if they're in
/etc/shadow, you'll have to specify --enable-shadow-passwords in
addition to --enable-auth-passwd.

IMHO one should prefer auth-pam over auth-passwd anyway whenever it's
available.
