It is strange that you get the error message args out of range, where
it should be "Login failed".  Hm.

But what is really strange is that Tramp couldn't find that
passphrase prompt.  To find out why this might be, I need the *debug
tramp/foo* buffer.

Hm.  It is also possible that I fixed the problem in the most recent
Tramp.  [time passes]  I've just released version 2.0.23, does this
fix it?  If not, please provide the *debug tramp/foo* buffer.
