No, you didn't. I should read more carefully.

Could you start Emacs with and without Tramp? Then we shall know whether
it is Tramp which locks Emacs.

When it is Tramp, please apply

  (setq tramp-debug-buffer t
        tramp-verbose 10)

By chance, you might see a Tramp message in the minibuffer when Emacs is
locked. This could inform us what Tramp is doing.
