My bad. With Tramp 2.2, `tramp-remote-path' has been moved to
tramp-sh.el. I forgot to mark it for autoload.
As workaround, you could do
(require 'tramp)
(require 'tramp-sh)
> * M-x tramp-version

I will fix it in Tramp 2.2.4 (and in Emacs 24.1, 'cause it doesn't hurt).
