Prevent TRAMP from using tramp-login-program when auto-saving locally

I'm using TRAMP 2.2.8 for GNU Emacs on Windows. Despite setting 
tramp-auto-save-directory to a local directory, the automatic 
auto-saving will still attempt to access the remote if the connection is 
closed.

Is there a way to prevent this?
