Emacs, in a shell? Try just the scp command, without all the sugar around:
# scp -p -q -r -o ControlPath=/tmp/address@hidden:%p -o ControlMaster=auto -o ControlPersist=no address@hidden:/home/robn/tmp/menuInfo.pl /tmp/tramp.2366e7m.pl
