`file-selinux-context' does not return context in Permissive mode

Hi,

this is because `tramp-remote-selinux-p' only returns `t' when the getenforce command prints "Enforcing".

IMHO a better way to check for selinux would be to use the exit status of selinuxenabled.

Any objections?
