Oops. Which ssh version do you have installed?
# ssh -V
And what happens with full verbosity?
# ssh -vvv -o ControlPath=%C 0.0.0.1
And does it help to suppress the config file?
# ssh -F /dev/null -o ControlPath=%C 0.0.0.1
