I suggest using Git. I've just cloned the repository on the server,
users must be able to pull master via Web interface; I could
also setup a cron job to update it daily. WRT download,
there is a link that allows anonymous download of exported data,
like https://chapters.gnu.org/ru/mediagoblin/export/zip.
Will that do?
