I had a little dig around and this is why it is, in /etc/bashrc :-

    if [ $UID -gt 99 ] && [ "`id -gn`" = "`id -un`" ]; then
        umask 002
    else
        umask 022
    fi
 
Default when you add a new user is to make them their own group with
the same name and so you get umask 002.
