There are a variety of way, and most are social.  In
most cases, they already know each other as friends,
relatives or associates in business or profession. 
Remeber the purpose of a VRS is to aggregate resources
to  create a netservices Server.  

Other forms are also possible, such as a branded,
subscription for a fee model.  I imageine advertizing
would be appropriate here.  

And, of course, anyone could maintain a directory of
public VRS's and their topical interests.

No overall time frame, since that depends on how much
effort goes into it, and that depends on volunteers.

Chris has a working pass of the Goldwater system
patched to perl up and running.  With this we can
start prototyping as module organization and
interfaces become clear.  We intended to do this in
perl, using perl OO methodology.  The bible of this is
"Object Oriented Perl", by Damian Conway.

And yes, we are spending serious time on design, since
that's where the hard problems are.
