The reason is simply that OSF/1 4.0 does not have snprintf() at all,
so many years ago, I created a library to supply a version from public
sources.  All other Unix systems in my test lab (25+ flavors) have
snprintf(), so I don't expect packages to even bother to test for that
function.  It has been in C since the 1999 ISO Standard, and in POSIX
since at least the 1992 standard.
