This is GNU web site policy for all external links, and is already done
(usually with a catch all statement at the top of a page that contains
mostly external links).

It is not possible to discuss this at an abstract level.  I don't understand
what exactly you are proposing.  It doesn't need to be in patch form, but as
long as you don't concretise what you have in mind we can not talk about it.
