I would recommend something like

The latest <a href="gnumach-install.html#version">stable release</a> is 
1.3.  The <a href="gnumach-install.html#cvs">CVS HEAD branch</a> uses 
drivers from OSKit library and using it is not recommended unless you 
want to improve GNU Mach or its support for devices.

The second sentence is questionable though.
