Details:

Some IRCds like conferenceroom that support the +u mode don't work nicely
with weechat.

i think WeeChat should parse PREFIX=(ovu)@+- 
because some unreal networks like IrCQ use ohv but still impliment +q and +a,
so it shows the ~ and & so it's a bit confusing. :P
