Details:

It would be great when irc.look.notice_as_pv = always, to reply the user who
sent a notice with a notice instead of private message on the buffer opened.


Just an idea : on irc.look.notice_as_pv = auto it should be a mess, unless if
a notice buffer is especially opened for : it should be a buffer with the
person who sent the notice message, or with all of the recievers of the notice
in case of channel notice, ops notice (/notice @#channel), halfops (/notice
%#channel), voices (/notice +#channel), etc. therefore a nicklist with the
receivers should be interesting. Maybe this should be implemented with
"always" option too.
