Details:

It would be nice to be able to have a common buffer where received private
messages that have no buffer already associated would go, instead of opening a
new buffer.

Optionally, when a dedicated buffer was opened by /query, the related
conversation would move to that dedicated buffer and disappear from the common
one.

Also optionally, when a dedicated buffer was closed, the related conversation
would move back to the common buffer.

Buffer's been abused to mean what's displayed on a window. Implementation
details are left to be determined.
