Details:

So we've got irc.look.notice_welcome_tags now.  That's awesome! A lot of
services packages include features to print a user's infoline when they join
the channel.  A lot of eggdrops and other bots do this too.  The format is
usually <Bot> [User] msg.  It'd be great to prevent these messages from
tripping channel activity.

It'd almost be nice to have a filter that prevents buffer activity from
triggering.
