Good morning, GNU.org Webmasters.“Getting help with GNU software” page [0] says “Uploads to Savannah have a limit of about 500k”; that info seems to be outdated since web-interface of Savannah itself says about limit of *16M* under ‘Attached files’ at any bug page, e. g. [1].
