I've done mingw build without any problem. 

My suggestion is to have Ruby build under /mingw, not under /msys.

So try to build Ruby with: configure --prefix=/mingw with 
c:/path_to/MinGW (mingw in your fstab).

I have MingW in c:\MinGW and MSYS as c:\MSYS\1.0.
