I think I may have been looking at the savannah repository wrong, it 
doesn't look like there are any flags set at all. I think I was actually 
looking at my local copy that I checked out with -kb while I was 
troubleshooting this. Still, I wonder if there's any harm in tagging the 
binaries (bmp, bm, xpm, wav, etc) with -kb on savannah. I wouldn't want 
to tag any ascii files though. Tim, thoughts?
