I'm not completely sure why it'd be a problem: XBoard is a GNU project
distributed under the GPLv3+, AFAICT, and at least some of its code is
covered by copyright assignments, so it fulfills at least some of
the requirements.

I looked at http://git.savannah.gnu.org/cgit/xboard.git to try and see
what is the precise copyright status of the png and svg images, but
I couldn't find any definitive answer. It seems to be covered by the
general README file statement that xboard is distributed under the
GPLv3.

Not sure, to tell you the truth. Usually we require the copyright to be
assigned to the FSF, but do have some public domain code as well.
Richard, what's your opinion w.r.t accepting images under the
http://creativecommons.org/publicdomain/zero/1.0/ license, without
a copyright assignment?
How 'bout including images from another GNU project such as XBoard?
