[Xenomai-main] Xenomai over POSIX thread restarting fix.

Hi, 

Xenomai CVS was updated to fix the last known issue of Xenomai POSIX
layer; thread restarting. A test program called "restart" was added to
the vxworks testsuite which exercises thread restarting in different
conditions, trying to reproduce the bug described at the end of the
following post:

This test program runs successfully with and without SCHED_FIFO priority
on UP and SMP.
