Hi Garry,
your best bet is to try the rigctl binary which comes with hamlib. You
can use it to debug the s-meter values and see if they are okay.
Example with the Dummy rig, which always returns S9:
$ rigctl -m 1
Rig command: l
Level: STRENGTH
Value: 0
Rig command: q
$
The number you get back is the value in dB compared to S9, so S8 will
return -6, S9+10 will return 10, etc.
