(defun  my-LaTeX-swap-dollars () 
  (interactive)
  (while (re-search-forward  "\\$\\$\\(\\(.\\|\n\\)*?\\)\\$\\$" nil t)
        (replace-match "\\\\begin{equation*}\\1\\\\end{equation*}" nil nil)))

Maybe most of you will find this trivial, but maybe something like this
could be included in AucTeX?
