`activate-mark' was introduced in March 2008 but I think only in the
trunk and not the emacs-22 branch, so it's quite possible that it is
only contained in Emacs 23 and later.  The call to `activate-mark' in
`TeX-activate-region' was introduced by Ikumi Keita (in Cc) to avoid
duplicate marks in `TeX-insert-dollars' in commit

some patch which resolves the duplicate marks issue while staying
compatible with emacs 22, too?

And Artemio, I highly recommend to upgrade your emacs version anyway.
It's almost 7 years old, and there has been quite some progress made in
the meantime.  For example, you can keep your AUCTeX up-to-date by using
emacs' own package manager.
