Ok, Eli told me on emacs-devel that there's no reliable way to raise the
emacs frame, so I've added a new defcustom `TeX-raise-frame-function'
where people can do whatever it takes to raise the Emacs frame. It's
docstring already shows some possibilities like `x-focus-frame' (and a
deferred variant) and wmctrl.
