[ng] tests: remove explicit GNU make requirements
Issue reveled by a "make maintainer-check" failure.
* t/vala-vapi.sh ($required): Drop 'GNUmake' requirement, which was
causing the test to be spuriously skipped.
* t/vala-libs.sh: Likewise.
* t/vala-headers.sh: Likewise.
