tests: auxdir-pr19311.sh no longer fails with latest autoconf
* t/list-of-tests.mk (XFAIL_TESTS): Remove from this list.
* t/auxdir-pr19311.sh: Instead, run this test only when autoconf
is 2.69d or newer. Otherwise, skip it.
