I keep forgetting about the ternary operators that Akim introduced
a few months ago. Pushed.

* lib/am/progs.am (install-%DIR%PROGRAMS): Uglify^WCompactify
using ternary operators `%KEY?TRUE:FALSE%'.
(uninstall-%DIR%PROGRAMS): Likewise.
