[avr-libc-dev] [commit 1.0/HEAD] enable&document atof() (bug #10423)

I've committed the attached patch to HEAD and 1.0.

While being there, I also removed realloc() from the #if 0 part of
stdlib.h in HEAD.  (The declaration and documentation for it has
been there already.)
