I believe ECL also works on Windows, but I don't know too much about it beyond 
that.

Yes, this is what I have heard as well.  (Indeed, new-clx on clisp was written
specificly to solve performance issues that the usual clx has, IIRC.)

SBCL has made strides on Windows, but keep in mind some issues are EXTREMELY 
difficult to handle in porting and it will likely be a very long time before 
sbcl is full featured on both Linux and Windows.
