Just to clarify, the Debian Free Software Guidelines (DFSG) do write
about binaries. It says:
The Debian group encourages all authors not to restrict any files,
source or binary, from being modified.
My simple and straightforward conclusion is that, if the .jar files are
not being restricted from being modified, that is all what is needed to
satisfy the DFSG.
