Those were the filenames in use before you updated to gnulib's GNUmakefile in
commit 8fa3691. Makefile.maint should be very similar to the new maint.mk, so
probably no effort needed there. You may want to merge any useful contents
from Makefile.cfg into the new cfg.mk. Other than that, yes those files are
safe to delete.
