a2ps 4.13 LC_NUMERIC locale bug

Hello,

For some time, I have failed getting a2ps printing for me.  Using the
--debug flag, the error message printed is:

ERROR: undefined
OFFENDING COMMAND: 15,000000

After some inspection, I realized the error is the decimal comma used
in my no_NO locale.

Running a2ps with LC_NUMERIC=C gives no problems of this kind.

Perhaps explicitly setting the LC_NUMERIC locale to C when formatting
numbers would help?
