a2ps installs files in /

I've tried the latest a2ps-4.13b.tar.gz, but this happens with older versions
as well. The 'make install' will install

        /a2ps-print.el
        /a2ps.el

i.e. two files end up in the root file system. This happens on SuSE8.1
as well as FreeBSD (where the a2ps port is now marked BROKEN due to this
misfeature.) So it appears to be independent of the OS.

How to repeat:

        ./configure
        make
        make install
